As New York City�s rail infrastructure began to move underground at the turn of the 20th century, city planners saw an opportunity to unify the recently incorporated boroughs, while meeting the surging demand for transit across the East River. Two contracts were signed between the Brooklyn Rapid Transit Construction Company and the New York Public Service Commission, establishing a line from City Hall in Manhattan, across the Broadway Bridge, to Atlantic Avenue in Brooklyn.
