After the period of considerable growth experienced in downtown Portland in the 1920s, the onset of the Great Depression hit the city, particularly the new businesses in its downtown core. The stagnation of the 1930s forced Portland to shift its focus away from private enterprises in the city center to infrastructure development based on federal funding.
